On November 15th, SpaceX got the green light from both the Federal Aviation Administration and the Fish and Wildlife service to proceed with Starship's second flight, aiming for November 17th. The last step was an environmental check by the US Fish and Wildlife Service for improvements at the Starship Launchpad in Boca Chica, Texas. They installed a water deluge system to prevent damage to the launchpad like what happened during Starship's first launch in April.

Earlier, the FWS confirmed it finished reviewing and consulting with the FAA. They began the review on October 19th and estimated it might take 135 days but finished earlier. They found no big environmental changes from the deluge system and other changes.
